I think that there is a lack of standardization because there are translation projects that use ca_ES but others only use ca. It’s really a mess.
I found the problem. I had the described issue trying to translate to Catalan, but later I tried with Spanish translations and worked. Comparing both languages I realized that the language code was wrong. When you click “New language” and select Catalan the code that automatically appears is ca, but it should be ca_ES. Then I entered manually the correct code and now is working.
