I’m having the same issues and it presents itself almost exactly like IqanAhmed’s site does.
I have tried a different theme and disabled all plugins. My permalinks are setup correctly.
I’m using 1.9.2 but I’m using older versions at other websites (with same theme and plugins) and NOT having a problem.

Having the same problem, except that after I refresh the correct month will be displayed.
