Yes, my problem (and chatting) is with Stripe. I know they don’t watch this forum. But I wanted others who are beating their heads against the wall to know that there’s bugs in them thar hills.
As far as I can tell, the WooCommerce plugin works fine. It’s formulating the Stripe queries correctly. But Stripe keeps denying them.
I’ll let you know how long it takes Stripe to fix their mess. So far we’re up to five days since I first alerted Stripe to the problem, and three days since I sent them the link to that earlier WooCommerce article. Their tech support has been prompt, professional — and totally ineffective.
