Create shipping class, zone from admin end and add that shipping class to the product.
Then try to purchase this product.Let us know if you need any further clarification.

Hi @ahawad, our plugin sends mail if you update product stock via WooCommerce Bulk Editor.
Now, it seems like the plugin you are using for bulk edit uses another hook/filter. Hence the mail is not getting triggered.
So, please ask the plugin author whether they will be interested into making their plugin compatible with us, so we both can work on this compatibility
