Actually, the WP built-in Comments Pagination should work automatically, but because I once installed this plugin “jQuery Smooth Scroll” so it makes the pagination not work more.
Now I disabled the plugin “jQuery Smooth Scroll” then everything works fine again as expected.

The reason that it does not seem well is that in Admin Panel – Settings – General, I have different for both:
WordPress Address (URL)
and
Site Address (URL)After I make them to the same location, then it works fine now.
