We have released WP Database Backup 4.5.5.version.
With this release,Add Setting -Enable/Disable .htaccess File In Storage Directory
Please disable .htaccess feature for download file.If you face any problems let us know.

This is warning and do not affect your website.
This is enable for debugging purpose. WP Database Plugin try to find htaccess file in backup folder if not able to find then show this warning.
I will check and fix this warning in next version.
Can you please raise ticket on support forum with your site admin details so that i can check exact issue.

This is not issue related WP Database Backup plugin.
You are using WP DB Backup plugin. Please raise ticket on https://wordpress.org/support/plugin/wp-db-backup

Delete .htaccess file from wp-content/upload/wp-database-backup folder

Can you please share your site admin and FTP details on http://wpallbackup.com/support/ OR walke.prashant28@gmail.com so that we can check exact issue.
Might be cron job setting not updated properly in option table.
logging into phpMyAdmin and UPDATE wp_options SET backup option_value to monthly
OR clear all cron job and set setting again.

Also if you have set cron job on weekly and there in no user visited site then cron job not run on that day. beacuse wordpress trigger cron file on user/admin view.
