I haven’t done this myself but I’d imagine its as simple as re-arranging the code in Homepage Page Template (page-home.php) within the Editor.
Well, I was able to find a “fix” whether it’s technically correct or not is another issue. Once I created a custom menu and located it to the “Homepage Top & Sticky Menu” my issue went away.
