I’m having the same problem. I’m trying to make new virtual products and “virtual” and “downloadable” are no longer in my Product data tool. The site is adding shipping costs to virtual products. All the solutions I search have the same answer, “select virtual and downloadable” but when those options are not available, I can’t select them.
