To summarize the actions taken,
we got into contact and were able to determine that there was a module conflict.
Removal of the module conflict solved the problem.

Please post the following to my support channel

– Go to the Pricing Deals Rule screen for the problem rule
– click on ‘Copy to Support’ in the right column (below the “Publish” button)
– Copy the result as instructed on the page
– Paste into return email to me.(*) your System Report:
– Go into wp-admin, select Woocommerce->Status .
– Click button ‘Get System Report’ at top of page.
– Click button ‘Copy for Support’.
– Copy the result as instructed on the page

Alternatively, you can represent the discount as a discounted unit price.
Go to to “wp-admin / Pricing Deals / Pricing Deals Settings” page.Go to the 1st option on the page.
at
“Show Discount As:
Unit Price Discount or
Coupon Discount ”select
“Unit Price Discount” .
Click on ‘Save Changes’.`
