i have the same problem.
I have wordpres wordpress-4.1-pl_PL.
Im download #/public_html/wp-content/plugins/ wget https://downloads.wordpress.org/plugin/google-publisher.zip
and unzip
I not see plugin google-publisher.
Menu -> plugins ->
