The error log gives me the following error:
client denied by server configuration: /public_html/wp-content/plugins/ultimate

1-I have set the permission for directories to 744 and for files to 644
2-I increased the wp memory to 64M as well as the post_max_size and upload_max_size
3-I have tried to reset all settings of the plugins
4-I used the phpinfo function to check for the mod_security(disabled) and GD library(working)
5-WP is on the very same domain http://bayt-ty.space
6-I contacted the support center, but they told me I need a developer to fix it.
any other ideas?
