I am having the very similar issue.
CF7 shows GREEN on submission but email never arrives.
It does show up in Flamingo.
I’m using WP SMTP Mail with Sendgrid and the plugin has option to test email delivery and that works fine.
A different CF7 (with integrated mailchimp) seems to work fine, so just the one form that seems to be not working !
