Wierd, I tried it across three different browsers and the same thing happened in all three with it not loading correctly until I refreshed the page. I suspected it might be the site using Ajax page transition. After changing this setting, it fixed the issue.
Thanks for pointing out that conditional field thing. I had tried a couple things and gave up on trying to get them to work correctly!
