This is the response I got back from Kinsta support.
” It looks like the issue is WordPress 5.8. On 5.7.2, the Maintenance plugin worked flawlessly. So you can try using the Downgrade plugin to return to version 5.7.2, or you can try to find a different plugin that works in WordPress 5.8. “

So apparently I am not using Cloudflare caching.
