It looks like a permalink issue. You can simply resolve it by resetting permalinks from Settings > Permalinks tab on your wp-admin area.
Let me know if that does not resolve the issue. I’ll investigate further in that case.

This issue may happen if the file is not available on the url or if you’ve used different protocol for file url & site url. By protocol, it means if your site uses https:// you need to make sure the pdf file url you use also starts with https://.
Please let me know if the issue is still not resolved after ensuring same url structure.
