Thanks for the quick replies. I’m really grateful for it. I don’t know how to check if PHP has read access to a file but I’ll search knowledge for it.
Meanwhile, as for the second line, even when the code file contains no line of codes, or even when it is renamed to something else even when I relocate the line linking code to somewhere else. I still experience the same issue.

Update to my earlier post.
If you have Elementor plugin installed and have edited the page with is, while your theme is solely developed using WP Bakery Page Builder (Visual Composer), then you might need to deactivate Elementor for the WP Bakery Page Builder to work.
That’s the issue in my case
I encountered a similar problem, so after reading through the complaints of everyone and attempted installing enable Jquery plugin, the problem persists.
So I de-activated all plugins and install one after the other. I found out the Massive Addon for WP Bakery a.k.a Massive Pixel Creation (MPC Plugin) was the cause.
When activated, textbox and the likes will not be editable, deactivation makes that content editable.
I am deactivating that plugin temporarily.
