I’ve just resolved this problem. After turned of all of plugins the widget page started to work properly. Then I started turn on one by one and finally I found the plugin that stopped working widget page. This plugin was the Rich Text Widget 1.0.3
I have just noticed, if I Enable accessibility mode at the Screen Options I can edit and move widgets to the sidebar, but drag and drop still doesn’t work. The problem caused by jQuery update?
