sorry about the long delay in responding I have been off the grid. I mean to toggle it as in change it… then save it, exit… go back in change it again and save it….
that worked for me.
SOLVED – Read capability needed to be toggled.
I have also tried to upload a clean wp-admin and wp-includes folder, did not help
Also I did not change any Prefixes in any manner.
