You should be able to install the WP platform in the new Dir without an issue, just setup the database carefully..
– Upload the WP files to your new DIR
– Browse to the DIR
– Setup the platform as usual

Just to add to the list for future reference.
I was having the same issue, on a local dev environment setup using WAMPServer.
By default the Rewrite Module is turned off.
Be sure to check.. 🙂
I have this same issue.
It only appeared to day when I upgraded to 2.9.1 and the t 2.9.2… both have the issue.
I can see some other domains loading as FF renders only white.
What is going on ? Ive disabled and changed just about everything to no effect.
Anyone ??
