I actually help a friend with the site and she came to me for help. She encountered the problem yesterday. She says she had been logged in and changed stuff some weeks ago, but she also claims she logged in to her site (mliving.dk) via WordPress.org (which I dont think you can). So I am not quite sure 🙂
Weird, the bar popped up once when I enabled all plugins again but with 50 % opacity or so – when I refreshed again, it disappeared

As of now everything is disabled except TopBar, and it still does not show.
I guess I will contact a developer to see if he can tweak my theme to allow jQuery.

No, I went to Freelancer (Previously VWorker) and got it made for 900$.
The layout is very clean and it just works. I didnt find any plugin that did this good enough 🙂
