Follow Bill’s advice and the issue should get fixed. Unfortunately, it sounds like the admin account is being locked.
You will need to wait until the account becomes unlocked and then login to create a new user.
If the account keeps getting locked, you can create a new user through your MySQL database although this can be fairly technical if you have never used a database before.

Yes, in this case I would recommend you replace those specific files from a known good source (downloaded from wordpress.org). To be safe, you can download the current files to your computer as a backup.

- Have you tried downloading and extracting the latest version and then replacing the files listed above?
- Navigate to the folder on your server and verify that the file ownership and file permissions are correct.
