I clicked on Permalink in WP Dashboard, the file is created automatically but it shows the following error message:
“Forbidden
You don’t have permission to access /wp-admin/options-permalink.php on this server.”

The problem is resolved after the hosting provider upgraded the php version for the site. Thanks anyway.
