I would use jquery, check out when the comment was posted, have it be a certain color until lets say its five minutes old then have it fade with a time check asynchronously.
I cant take a look at the code right now but you could put a div below the main header div, then just change the margins to line up where you need it…assuming the rest of the page is built properly without a bunch of absolutes/fixed positioning.
It’s definitely in the footer, try a Cntrl/Cmd F and find

It might be pulling from another page also just delete what you don’t need, but its in a p tag try finding it..
