I have done a clean install of WordPress. There are no plugins or additional themes. I have uploaded my images again, and I get the same issue.
More detail:
This is an in-house company intranet, and I am not using FTP to manage files. I have direct access to the server that is dedicated solely for this purpose.
I have read about file permissions when troubleshooting uploading files, but this is not an issue. I can upload the files fine. The issue is when select and crop is pushed, a blank window or broken image link appear, with the Select and Crop button on the lower right. Clicking this does nothing at all.
Interestingly, this problem does not occur when choosing a background image, although it skips the cropping option (see: background image) The thumbnail appears fine in the customizer but the image still won’t display on the site.
This seems like a permissions issue. Any ideas?

I have not tried that. I do have one plug-in in a mu- folder, but this has since been removed while troubleshooting. The only others were Askimet, which was never activated, and one disabling comments, which was also only installed and not activated.
This behavior was present before plugins were installed.
