Something went awry when I was loading IIS7 stuff. Specifically, the rewrite module.
Ultimately, I used the MS web Platform installer found at h**p://www.microsoft.com/web/default.aspx.
A few tweaks later I was good to go.

Ya know …. for a program that advertises itself as being so easy to install and go …. this bites.
