NVM… Completely removing the old plugin folder and do a manual download install fixed it!!!

Must have been something with the update process that got messed-up somehow.

After more testing… I realized the bottom Group Selection and Group Actions DO work correctly.

So, the bug is just for the top (above the user list for example):
http://www.mydomain.com/wp-admin/users.php
