I solved the issue, it was not the issue of AvaTax plugin. To calculate tax, company should have Nexus setup from avalara admin. In my case it was missing.

But Avatax is a free plugin and it’s saying that –

Even Avatax is not listed at ‘Help with my extensions’. I tried to contact to avalara and they said Avatax is maintained by woocommerce and I should contact woocommerce.
