Thank you @jeffmcnear, I will ask. Not sure if it matters, but we are also not able to receive the confirmation email from WordPress when sending to other email addresses (gmail, hotmail, etc.); would that make sense if the php mail function is not active on the server?
Could there be a work around? The concern would be that the host declines request to activate the php mail function.

We appear to be having the same problem. We are unable to add new users to edit the blog. Users do not receive confirmation email. Tried sending to various email addresses without any luck. Not in spam folders either.
