I think you are doing something wrong first please check your database credentials like db host name, db name, db user name and db user password.
After checking all this things please check your database size if it is large then check your server “max_execution_time” value if it is less then increase it for example “max_execution_time=360 //360 seconds = 6 minutes”.
Sometime it happens because of very slow internet speed so ask your hardware engineer to check the internet speed whether it is OK or not.
