    John,

    Fundamentally, I cannot properly test with the flat rate, because I can’t make a distinction between zones. After restoring to some previous versions, the table rate shipping works as expected again.

    I have restored…
    -WooCommerce to v2.4.8 (from v2.4.10)
    -WooCommerce Amazon Payments Advanced Gateway to v1.4.4 (from v1.4.6).
    -Table rate shipping from v1.1.0 (from v1.2.0)

    I will have further testing to determine which of these caused the break. Could be Amazon Payments Gateway, but there is crap support for this, so I have no one to contact. I’ll let you know if I figure more out. If anyone else has this problem, I hope they see this thread, too.
