seems the tool was specifically designed to manage “post terms” and not all terms defined in the system. for example installation instructions state:
Usage
Go to WP-Admin -> Posts -> Categories.
Find the Bulk Actions dropdown.
Reorganize away.
Turns out this is just really bad UX design combined w/ bad programming in that it doesn’t come pre-activated. You have to click the following:
Settings > Custom Login > General Tab – ensure activate is checked and then click save
Only then did it start to work for me ~ o.O
