I am having a similar issue. Did you find out how to fix the issue?
Mine doesn’t send it to the conditional recipients, but it always sends to the default admin email address, which I don’t want it to do.

In reply to: [Constant Contact Forms] Subscribers not being addedIssue resolved. I contacted support and they checked and saved the “Bypass Constant Contact cron scheduling” which was the issue. Specifically with regards to the cron job intended to communicate with Constant Contact’s API to add the data. Thanks
