Yes, once user is making the profile Inactive then making the profile public it is not showing in any member directories. and what I realize one additional field is adding to user id in DB as mentioned below .

Kindly make sure you have mentioned the label name in the respective field. Even you have mentioned the Place Holder Name and not mentioned the Label Name, your place holder will not appear in Member search field.
