I ended up restoring my database from a backup then I did a manual update again. This time I was able to log in! After a little more work I am back up and running. Thanks for your help!
@oglekler Thank you for your reply! I checked ‘wp-includes/class-wp-application-passwords.php’ and it is not empty. It was updated on Dec 27 as part of the update that removed access to my admin page.
I tried doing a manual update before I posted here. It did not resolve my issue.
