the Picapp widget doesn’t appear in your admin dashboard.
You can control the widget from the account settings page in your account in the Picapp site.

The Picapp images are not saved on the WP as media files to prevent copyright infringements, the size is set in the image wrapping JS in the image code you get from Picapp.
The current plugin version indeed has a bug with the image size.
The best thing (if the default size on the plugin is not to your needs) currently is to get the image from the Picapp website, there you can control the image size.
