The former works using shortcodes while the latter works using modern react based layouts.

Please note that WPBakery Page Builder and Visual Composer Website Builder: https://visualcomposer.com/ are two separate plugins. The former works using shortcodes while the latter uses react based layouts to render content.

The plugin “WPBakery Visual Composer” is WPBakery Page Builder: https://wpbakery.com/ which renders using shortcodes.
The Visual Composer Website Builder: https://visualcomposer.com/ on other hand renders using react-based layouts.
Due to this, unfortunately, there is no converter available to convert the content.
You can use both plugins together and build any new content using Visual Composer Website Builder. This will make sure that any old content will be rendered using WPBakery Page Builder.
Another option can be to re-built existing content using Visual Composer Website Builder elements.Thanks,

The shortcodes on the page are from WPBakery Page Builder plugin. It might be that the plugin was installed and used at some point on the site. Since the site is not having the plugin anymore, maybe the content added by the plugin is failing to render and instead displays in shortcode format.

Unfortunately, as both website builders use different ways to render the content, it is not possible to automatically convert the content built using one into another.

The popup needs to be created using Visual Composer. We have a tutorial on it which can be accessed here: https://help.visualcomposer.com/docs/features/popup-builder/
In the popup, add MC4WP element which can be downloaded from the hub and display the subscription form created in Mailchimp.

The Visual Composer integrates with Mailchimp using the plugin MC4WP: Mailchimp for WordPress. Its element can be downloaded from the hub once the plugin is activated.
Any plugin that can render a subscription form using a shortcode can be used.You can create a popup and add a subscription form using the above plugin. Once done, you can link the popup to a button element by selecting “Open Popup” in the OnClick action: https://i.imgur.com/WdePhRM.png
