Yes – it was stuck in “saved” on the one site, and, as you state, it is expected behaviour on the other sites (it says “saved” when you first open customizer, and then changes to “Save & Publish” after a change has been made) – hence the second half of my post is not relevant! Long day on Friday!
The one which was “stuck” we had a PHP max execution error which was thrown by one of the functions (custom code) now fixed, and has resolved.
Thanks for your answer, as it did help me get to the “why it didn’t look right” – I don’t use the theme customizer at all, and its like a dark recess of WP to me!!

Logged in on ipad, via safari. Still stuck on “saved”.
Logged onto a wordpress site on totally different hosting server. Still stuck on saved.
Logged out and switched broadband provider. Still stuck on saved.
Can someone, please, log in to their wordpress website and open the customiser and tell me it is working!
I will be able to check with others at office tomorrow…

For now, we’ve just put an “example” rating of 5 stars in as number one rating, but this is a workaround.

Thanks! That’s absolutely what I was looking for. I thought this would be in there somewhere… never really been under the hood of this plugin until now.
Will attempt to post some descriptions when we’ve completed what we were looking for – wasn’t easy to learn this from a fair bit of Googling related subjects. It looked like this would be in there, but couldn’t find the relevant readme.
Thanks again for the help. I can see that’s exactly what I was looking for.

The file permissions issue was another plugin – please disregard.
Note the “reappearence” was a cached error page. My fault.

If you are getting ERROR 403: Forbidden and you use plugin wp-spamshield installed, try the following.
1) Rename / remove the plugin wp-spamshield from your plugins folder
2) login to WP
3) update to latest version of plugin

I couldn’t find these using my phone browser this morning (after the auto update notifications came through!), so posting here in case anyone is googling for the answers.
This fixes the issue, so marking as resolved.

Just reviewing this plugin for a website we admin and thought I would add some clarification on this issue!
Contact Forms are accessed (and used) in the frontend of your webiste, not the admin section.
So, to block rogues from a certain country accessing – and using- your contact forms, you’d need to block those users from the frontend of your website… or the specific page(s) containing contact form(s).
Hope this has clarified things.
