@wwwcre8r are you using Global Edge Security (GES) on your WP Engine account?
This issue did not seem to be cache related as it happened for every user even in private browsing mode, all on first sign-in the next morning. The Oauth-related URLs should all be sending Cache-control: private or similar headers avoiding the GES cache I believe.
We do not use IP validation at all so I am unsure how that would impact our setup.
Any more information you could provide would be helpful. Did 7.1.1 start working immediately after adding the cache exclusions you mention with WP engine, or was it a combination of factors?
