Actually, I’ve just taken <?php comments_popup_script(); ?> out of the header, as I dont want the popup window.
Still no joy in getting the number of posted comments to dissplay on any page other than the index.

Firefox only displays the vertical scroll bar only when needed, in IE it’s always displayed. Hence, when Firefox detects a page that exceeds the vertical screen height, it “turns on” the vertical scrollbar giving the appearance of a page shift.
