For anyone reading this post with a similar problem, it seems that the issue might be on the part of the web host. See this thread for more information:

    Flloyd,

Many thanks for the response. I am in the same position now considering switching hosts but waiting toward the end of my contract. I’m simply too nervous to attempt the recommended fix myself. But for now, it is extremely satisfying to know that I’ve taken possible solutions as far as they can go (WordPress 3.04 works…that permits me any plugins compatible 3.0 and above) and I am more than happy to ignore the update reminders as long as I have a functional website. Keep me posted if you learn of any progress and I will certainly do the same! Hope all is well.

    Flloyd,

It is so comforting to see a post addressing the problem I am having. I also use IXWebhosting and have been unable to upgrade to newer versions of WordPress due to the “Log-In Page Refreshing” described above. What was the latest version of WordPress that is still functional with IXWebhosting? Which one did you have to use in the end? Also, what can I do to encourage “establishing my site on a server with php5”? Is this something that we have to wait for them to do across the board, or should I request action on their part? Many thanks for any advice you can give me. I’m sure you know the frustration encountered with this problem and my relief to know that someone else is trying to solve this as well.

Also, if this additional information helps:

While trying the above, I also tried to log in before replacing the plugins folder at all. I still had the same problem, the log in page simply kept refreshing. This was before there was even any plugins folder in place. The same thing happens when there is a deactivated plugins folder, or with the original plugins folder. Many thanks for any additional ideas anyone can provide.

Still no luck unfortunately…. Again, I tried everything, I really thought replacing all the files and folders with a fresh version of WordPress downloaded from the site would work, but the same problem persists. Anytime I log-in the log-in page just keeps refreshing. The other items were unsuccessful as well. I reset the plugins as suggested in your link, but I’ve also tried to do it a few different ways that I found in this support forum.

Any other possible glitches that could be causing this? Many thanks esmi for your reply, it was nice to have some hope again for the time being. Maybe there is still someone out there familiar with this problem?
