I just tried the conflict test and confirmed the thumbnail wasn’t present. But this time I also edited the category again and found that it wasn’t set. I was able to set it and it displayed. Thanks to you all it is a conflict after all!
I’ll report back when I find the conflict

Thank you for responding, yes, I created a staging site, turned off everything but Woo, switched to 2021 and had the same issue,
