Thanks Brian007! Just to add clarity to what Brian007 said. The settings that needed to be updated to “Audio/MP3” are in the WordPress dashboard settings –> MediaElements.js

The solution to my problem was checking the Admin Bar check box in the Maintenance plug-in that was also activated.

The new level of the Maintenace has an ADMIN Bar check box that when I checked it my Admin bar re-appeared while viewing my webpages when logged on.
