I do not know why so, but the following thing helped me.
after activating additional functions, the blocking start work normally:
– Rate Limiting — ON
– Brute Force Protection — ON
before it only Rate Limiting was OFF in my site, and the blocking from tab “Immediately block IPs…” did not work
