I was trying to create the thumbnails on the most recent gallery. But we had an issue where we had to restore the site and the files were missing. I needed to delete the gallery photo listings and then re upload the photos. I guess the database showed they were there but they were not actually there. That was causing the issue.
Got it, its fixed.
not sure how to fix this
