I was wrong – we don’t use plugin.
I asked programmer which made site. He said, that we use standart roles of wordpress. He added they in the database. And now on the
/wp-admin/options-general.php – I see 3 roles (admin, author and users)WordPress version 3.6.1

Yes, there is one installed plugin. It manager roles of the users. There are 3 roles on our site: admin, author and users who may read posts and write comments.
