The page http://wordpress.org/extend/themes/upload/ is to upload themes for potential submission to the WordPress.org themes directory, not to your WordPress.com site.
It sounds like you are using a WordPress.com site which can’t use themes from the WordPress.org themes directory. They are for self hosted WordPress sites only. If you have a WordPress.com site you need to look for themes here: http://theme.wordpress.com/themes/

In reply to: Theme Creation ProgramI would advise not to waste your money. A tool like that can only create poor quality themes with basic designs. The type of themes you can easily find for free anyway.
You are much better to find an existing theme and use that. There are heaps of WordPress themes available these days both free and commercial in almost any design and style you could want.
Also there are also some great quality theme frameworks, and other premium drag-and-drop type theme frameworks with heaps of inbuilt functionality to control layouts, styles etc, which would probably be better.

1) Post titles are very important aspects of a site, but the size, colour and typography of your post titles make it very difficult to read.

In reply to: Re-installing themeTo modify database tables you need to use something like PhpMyadmin. However unless you know what you are doing, I wouldn’t recommend trying it. You might be better to hire someone to help you out with it.
