I am having the same issue.
It is saying my comments are closed yet I have not closed them. I also checked the Settings>Discussion> and Allow people to post comments on new articles yet, the entire REPLY box is GONE and I am unable to leave comments, as well as visitors.
I have deactivated ALL plugins
I switched to the Twenty Fourteen theme.SAME issue.

I cannot access the dashboard, which is why I had to delete the plugin via FTP. Deleting it, did not work. The error still remains.

I do not see a file WP_ROOT? Also the plugin has been deleted, so there is no longer a folder for it. Do I need to create one?
