Did the same. Deleted the folder but re-installing failed so downloaded the plugin and uploaded it manually and it seems to work. Thanks. 🙂
They want their hosting to be secure so they won’t turn off safe mode. I’ll change my web host.

I created a directory “uploads” in wp-content and it worked a half way.
Now the error is:
The uploaded file could not be moved to /www/zxq.net/w/e/b/webograffiti/htdocs/wp-content/uploads.
