I had the same issue. Deactivating and reactivating the plug ins fixed the issue.

Thank you for the focus. I’ve stop fiddling with other aspects, and focused on permissions.

For others, what worked for me:
> wp-content and sub-folder permissions should be set to 755
> files within them should be set to 644
