If you could download the 2.2 beta from below then this has this functionality built in:
http://downloads.wordpress.org/plugin/responsive-menu.2.2.zipOnce installed, you will need to re save your options from the admin so as to re-create the CSS files.
In terms of putting the three lines on the left side, just simply put a right side of 95% for example, which in effect is the same as a left value of 5%.

Could you explain what you mean by secondary menu and not just the sub-menus?
The Responsive Menu is used to take one of your existing menus and make it responsive at a breakpoint width specified by you.
If you could clarify that would be great.

Thanks for the suggestions.
I am always looking to take new ideas on board, however this is something that I won’t be pursuing for the plugin.
I do like the way that works, but I looked at all the different options before building the current one and settled on this way of doing it.
There may be other WordPress plugins around that use this technique, or you could take mine as a base and re-code it to perform in that way if you wish, I wouldn’t mind!

You can put them wherever you like, you just use them as you would any other shortcode.
You can check out the docs page for them here:

Either in the header.php file to show on every page or on individual pages.

Thats the exact reason I said “should take presedence” because thats exactly whats happened everytime I have done it on my personal, client and development sites.
Unfortunately however everyones setups are different and as such I cant promise you it will work everywhere as I dont know your setup.
I am always more than willing to look at peoples issues and figure out fixes, however as yours is on localhost this isnt possible at the moment so I can only provide suggestions that I know have been proven in the past.
Please let me know if the latest way fixes the issue, if not the last resort would be to use Team View so I can see your localhost setup etc.

If you use the !important tag in your style.css file and remove them from the plugin option then the ones in your style.css file should take presedence over the rest.
